Call for Advocacy Campaigns for civil society organization contributing to peaceful and democratic development in the countries (Algeria, Libya, Tunisia)
– Background of the Call for Application
The project “No Hate Speech” funded by the German foreign office, and the European Union, aims to increase the resilience against the growing danger of disinformation and Hate Speech on societies in the MENA region and promote peace in the digital space. In the framework of the project “No Hate Speech”, three peacebuilding campaigns shall be produced from Libya, Tunisia, and Algeria.”
No Hate Speech is part of the regional project “Digital Innovation for Peace” which started in January 2022 and is a network of media professionals and entrepreneurs to promote peace in the digital sphere with focus on the MENA region.
– Priority of the Call for Offers
This call for offer is to select three civil society organisations from the three given countries to produce advocacy campaigns on hate speech, online violence and disinformation. Campaigns should particularly target marginalized groups. Topics should center around 1. Peaceful conflict resolution, 2. Participation.
Proposed campaigns can be of different formats online. Contents shall be produced in Arabic. The campaigns should be developed between August and November 2023.
– Eligibility of the Applicant
In order to be eligible to submit the application, the applicant must be:
1. An active civil society organization from Tunisia, Libya, Algeria
2. Experience in campaigns.
3. Have a sound financial management system.
4. Proficiency (Speaking and writing) in Arabic.
Priority will be given to organization with experience in campaigns related to youth, support Women’s rights and marginalized groups.

The application will be evaluated against the following selection criteria:
1- Cleary and well-elaborated methodology of proposed campaign
2- Skills and qualification relevant to the topics of this service
3- Proven motivation and interest participating
4- Cost effectiveness according to the proposed product
The selection committee will evaluate the proposal according to the aforementioned criteria and a thorough and fair ranking system. The highest scoring projects will be awarded.
Each sub-heading will be given a score between 1 and 4 as follows; 1= poor; 2=adequate; 3=good; 4= very good.

– Contracting & Supporting Documents
A service contract will be signed between DW Akademie and the selected civil society organization.
– Benefits for Applicants & Requirements for Participation
The selected organization will become part of a media network for MENA media community which will give them the opportunity to join plenty of online sessions on Campaigning, media ethics, fact-checking, mental health and legal awareness. The finalists will also benefit from specific training online and offline and have the opportunity to exchange with regional experts and activists within the project network.
Obligatory participation in activities:
The participation in the below listed activities is obligatory and the organization have to ensure sufficient resources and time to take part.

3 days Briefing on requirements of campaign development and advocacy, in person in Tunisia (August/September)

2 rounds of online-Training and mentorship to ensure that the final product meets the desired standards and timelines.
– Eligibility of costs
The financial support shall enable selected media to develop content that is relevant to this call. The following costs are eligible:

Contribution to personnel costs

Costs for local travel (car rental, public transport, in-country flights,)

Costs for hotel and subsistence (per diem)

Equipment (small items only, such as camera, microphone,)

Other Costs, services, such as publications (layout and print), visibility, financial services

Costs for activities, such freelance-journalists, citizen journalists, students, or consultants who receive fees/daily rates, costs for studio rental…
– Non-eligible costs:
-
Purchase of bigger items, vehicles or furniture, land or buildings

Debts and debt service charges (interests)
-
Provisions for losses or potential future liabilities

Costs declared by the recipient and financed by another action or work programme receiving a European Union grant (including through the European Development Fund)

Currency exchange losses
-
Office rent, unless the applicant can demonstrate that additional and specific office rental is necessary for the purpose of the action implementation.

Taxes, including VAT, unless the Recipient can demonstrate they cannot reclaim them.

Credit to third parties

In kind contributions (e.g. valorisation of existing equipment, donations, volunteer works etc.)

Salary costs of the personnel of national administrations, unless otherwise specified in the special conditions and only to the extent that they relate to the cost of activities which the relevant public authority would not carry out if the action were not undertaken.

Performance-based bonuses included in costs of staff.
– Size of Service & Invoicing
The production cost for the service should not exceed 6000 Euro.
The amount will be disbursed in two instalments after receipt and approval of invoices (details to be fixed in the service contract). The second instalment will be made after approval and delivery of final product.
– Timetable of the project
The mentoring and production period will start from 01st July 2023 to 30th December 2023. Each applicant can submit only one application.
